Project GTCAP

The GTCAP (Guidance and Tools for the CAP) project, renamed as of January 2014 from the previous "GeoCAP" action, addresses information needs for European Policies related to Agriculture and Regional Development, such as Cross Compliance, Farm Advisory System, Greening, Basic Payments scheme and other payment schemes. Furthermore, the project supports CAP implementation by the definition, development and testing of standardized and sustainable control methods in a variety of agriculture-related areas. The project also follows future development in Geomatics techniques, common specifications, standard measurement, data management tools, and validated methods to reinforce the consistency of land parcel identification and measurement across the Union and in Candidate Countries.

In order to achieve these goals, the action is divided into three teams:

  • Geo-Information Management (GIM), focusing on the support to the main need of organising and making available data to respond to various policy needs (through implementing INSPIRE principles) such as the adaptation of the LPIS model to comply with land eligibility rules and the different CAP schemes to manage.
  • On-the-spot Checks methods (OCM), supporting Member States with the highly operational control activities (mainly using remote sensing or GNSS tools) being the key reference point for defining methods applied under DG AGRI’s financing program of the CwRS image purchase; and
  • Environment Related Policy Instruments (ERPI), optimising the definition, monitoring and evaluation of first pillar environmental related components (GAEC, Greening) through exchange of best practices; the establishment of the Farm Advisory System (FAS); the development and promotion of impact assessment methods at farm/parcel level.
